The University research

As part of the research program of the University, the CTL is busy studying people's choices, in mobility, resulting from the restrictive measures of the use of the car. The research considers the "congestion charging" measures, i.e. input charging for cars in central urban areas, such as those introduced in London, Stockholm and Milan. A measure based on the mobility credits is provided for in the new General Urban Traffic Plan of the City of Rome.

The study is based on a survey conducted on a sample of motorists. The objective is twofold: on the one hand to evaluate the behavioral responses to the introduction of congestion charging, the other to identify accompanying measures to overcome the opposition by motorists.

Respondents are subjected scenarios involving prohibitions on vehicles of more polluting Euro classes, daily entrance fees and strengthening of public transport to the surface. Answers related to the preferred mode of transport, are used to estimate a discrete choice model of logit type, can provide the size of the modal shift from cars to motorcycles and public transportation. Respondents also express, on measures capable of obtaining an approval rating of congestion charging. Among these, a credit line of free credits, the price differentiation according to emission class, the exemption from the fee in the case of shared use of the car.
